Billingsley (elbow) struck out one batter over three shutout innings in a minor-league game Thursday, allowing one hit and one walk, MLB.com's Todd Zolecki reports. While Billingsley only needed 40 pitches to get through three innings, it appears he won't have a chance to make an appearance in the Grapefruit League. He'll spend time at extended spring training and/or on a rehab assignment, with late April likely still the target. So long as the rehab assignment doesn't go too poorly, Billingsley should eventually claim a spot in the Phillies' starting rotation.
