CBS Sports' Jon Heyman reports that the Blue Jays are unlikely to make a qualifying offer to Josh Johnson. Johnson posted a 6.02 ERA over just 16 starts this season and ended the year on the DL with forearm trouble. He also had surgery last month to remove bone spurs from his pitching elbow. However, Johnson's agent, Matt Sosnick, said Friday his client is "100 percent healthy" and will begin his offseason throwing program in 10 days. He's always going to be a health risk, but Johnson won't have trouble getting someone to gamble on his upside.

Josh Johnson's agent, Matt Sosnick, told MLB Trade Rumors that his client underwent minor elbow surgery Tuesday morning to remove bone spurs. The surgery was performed by Dr. James Andrews. The good news is that no issues were found with his elbow ligament and he will resume throwing in five weeks, so he should have plenty of time to get ready for spring training. The 29-year-old posted an ugly 6.20 ERA over 16 starts this season and figures to look for a one-year deal in free agency this winter so that he can reestablish his value and test the open market again after 2014.

The good news is that he won't need surgery, but there simply won't be enough time for him to get back into game action. Johnson was scratched from his scheduled turn in the Blue Jays' starting rotation on Monday and reported no improvement in his throwing arm on Tuesday. It has been a disastrous season for the impending free agent.
