Like Dave notes below, Fleaflicker will always assign draft picks to teams that need roster spots to fill at the end of the draft. We base picks on how many spots the system thinks your team needs to fill the roster at minimum.
The best workaround for this now is to commish draft for those teams at draft's end with picks that should not be there; then go to Edit Rosters and remove the players when the draft completes and select "These are the complete rosters."
We're working on a lot of enhancements to prevent workarounds in the future like this and to make everything even more customizable.

After a few trades have gone through
it seems that the site generates
additional picks. How do we remove those? No one should have extra picks. I unselected the "enforce roster minimum" but no change.
