The NFL has an injured reserve (IR) and an injured reserve--designated for return (IRD). The injury designations eligible for your league's IR are configurable. It sounds like they're set to IR so Cobb isn't eligible. For more, see the owner's manual: fleaflicker.com
Why can't I place a player on injured reserve (IR)?
Players are eligible for injured reserve (IR) or the disabled list (DL) only when they meet your league's injury requirements. This is a configurable setting that the commish may change at any time. To see if a player meets the injury requirements for your league's IR, mouse-over the player's injury icon for more details.
For example, if your NFL league permits only the IR designation, then only players placed on full-season IR are eligible. OUT, SUSPENDED, QUESTIONABLE, or any other designation are all ineligible.

I have David Cobb who was put on IR by the Titans, It doesn't give me the option to place him in IR. Please help
