I am the commish and I would like to set keepers for all teams. The keepers should then take the draft round that they were drafted in last year. Please let me know how this is done.
You can do all teams only if all keepers are being kept. So if you have 3 keepers, and one team only wants to keep 2, it won't work. If all are keeping 3, go to Edit Rosters->These are the keepers (for all teams). Then go back to Edit Rosters and select the next step you'd like to take.
to do this do I have to first remove all of the non-keepers from each teams roster? With a one keeper league there should be a way to just select the keepers.
You can do this in a 1-keeper league. You would have to remove all the non-keepers though and then select the above instructions. Easier, you can manually save the keepers, "Clear Rosters" and then follow the above. Just make sure you have a back up of who you want to select as a keeper.

Go to Edit Rosters-These are the keepers (for all teams).
In terms of selecting the round they were drafted in last year, do the following:
League>Settings -> "I want to edit the draft order round-by-round" -> Select the Owner Name on the right drop-down menu and select [Delete Pick]
Then go back to Edit Rosters->These are the complete rosters but still draft this season and select a draft time when you're ready.

When editing rosters it only lets me select one team at a time cannot select all teams

That's correct, you can only do one team at a time.

Open your team and select Settings above your players. From there you will select a Select my Keepers option.
