You can go ahead and do this in March when you're ready at Edit Rosters>These are the complete rosters and it will reset for you.
Then in May, go to Edit Rosters>These are the complete rosters but still draft this season when you want to draft. I'd suggest saving waiver wire values though used in this time period because you likely will want to adjust them after the draft when you select to draft again (though the Transaction Log will show them if you don't want to save everything manually).
To go into detail with your questions:
The waiver values will show nothing when the new season rolls on February 10, 2015 and you activate the new season. It only resets to the original amount you defaulted to under Edit Waiver Wire Rules until you draft or go to Edit Rosters>These are the complete rosters. Basically the system needs to either draft or be told you're not drafting right now and you can start free agency when you'd like.

I'm running a Dynasty League and would like to open our FA period around the same time the NFL FA period opens (March-ish).
When does the FAAB budget reset?
At that time, will the weekly waiver process begin?
The idea is that our league would mirror the NFL with FA in March, and a Rookie only draft in May. Will this be possible?
