In our league, trades have a 48 hour review period. That period has now passed and no owners have vetoed the trade. Why haven't the players swapped teams yet? It says pending.
Shouldn't these players be available on their new rosters for today's games?

Hub's Heroes has an illegal roster with a minimum amount of RB's and your league is Enforcing Roster minimums:
