Billingsley (shoulder) will start Thursday's game against the Brewers. Billingsley pitched just three games after returning from an elbow issue before suffering a shoulder strain that sent him to the disabled list for another month and a half. He will finally rejoin the Phillies' rotation Thursday, and the club indicated that a corresponding move will come that day to make room on the 25-man roster.
