Minimum $1 Bids for Blind Bid Waivers

Commissioners can now choose if $0 waiver bids are allowed.

Before this enhancement, owners could submit $0 bids. To change your setting, go to League » Settings » Edit Waiver Wire Rules » Allow $0 Bids.
