Can the commissioner make trades on behalf of other owners?

No, there's no way for the commissioner to setup a trade between other teams.

However, the commissioner can edit rosters at any time so you can move players around that way instead . (The transaction will appear as a commish edit instead of a a trade.)

To edit rosters, go to League » Settings » Edit Rosters.
