In an effort to make Flea-eligibility a bit more fun: For leagues that have it, make it so that the leagues that have that status automatically get a league difficulty designation based on the lifetime records of its current members. For example:
Bronze League: League members' cumulative lifetime win percentage is < .500
Silver League: League members' cumulative lifetime win percentage is .500c- .599
Gold League: League members' cumulative lifetime win percentage is > .600
Platinum League: League members' cumulative lifetime win percentage is > .600 & all members are Past Champs
(Would also be cool for these leagues to be differentiated in the users' trophy cabinet; trophies from non-eligible leagues could all be bronze, but trophies from silver/gold/platinum leagues could display the year, team name & world ranking of the user when moused over)
This wouldn't solve the issue of cheating/manipulating leagues to get high placement on the world leaderboard, but cheating your way up the leaderboard would be much harder on the non-bronze leaderboards - the 'bronze league' leaderboards would basically act as a 'wild west', while the silver & above leaderboards would be more self-selectingly legitimate.

Actually for the Gold League requirement: Think 'Cumulative lifetime win percentage is > .600 OR all members are Past Champs' would be better
