Is there a way for league members to remove an inactive commish from a league (other than site mod intervention)? I am looking to rejoin a league to take over for an inactive commish but the league members can't add me because they can't kick him
If it is a public league, there is an automated process that takes some patience. If it is private you need admin intervention which is hard to come by and kind of random.

If three owners or more report him for cheating…collusion etc he will be automatically removed.
