Your minimum in this league is Out, Pup, IR: fleaflicker.com - meaning anyone who is questionable or doubtful is not eligible. You can hover over the IR rules there and see your minimums.
To place a player there just use the dropdown like you move the player to start or bench and it will say IR if they're eligible.

I put it in the roster rules to have up to two people on IR per team. But I cannot find a place where you can actually do that action.

Not so true. Someone in my league has one on IL. But our league rules show no IR spots.. how does that work..?
